🏀 Peoria Basketball League (PBL) Official RULE BOOK

League Overview

  • League Name: Peoria Basketball League (PBL)

  • League Type: Open Competitive Basketball League

  • Men and women are welcome

  • Minimum Age: 18+

  • Teams: 16

  • Max Roster Size: 10 players per team

  • Season Start: October 2026

By registering, all participants agree to follow PBL rules and policies.

Player Eligibility

Players must:

  • Be 18 years or older

  • Complete PBL registration

  • Be in good financial standing

  • Sign all required waivers

  • Play for only ONE team per season

Players with unpaid balances or suspensions are ineligible.

Registration & Fees

Season Registration

  • $100 season registration (required)

  • Must be paid before participation

  • Deadline: August 6, 2026

Game Fees

  • $15 per game

  • Must be paid before tip-off

  • Season registration does not replace game fees

Non-Payment

  • Unpaid players will not play

  • Repeated non-payment may result in suspension or removal

  • No refunds

Tryouts & Draft

  • Official PBL tryouts

  • Tryout Fee: $10

  • Teams formed via league draft

  • Draft Location: Crusens on War Drive

  • Undrafted players enter free-agent pool

  • All roster changes require league approval


Team Structure & Management

  • Each team has one General Manager (GM)

  • GMs are responsible for:

    • Roster decisions

    • Player eligibility

    • Payments and balances

    • Team conduct and rule compliance

  • GMs may appoint:

    • A Head Coach or

    • A Player Representative

  • to handle in-game substitutions only

  • GM authority overrides all appointments

  • Max roster size: 10 players


Game Format

  • Four (4) 12-minute quarters

  • Running clock except:

    • Last 2 minutes of the 4th quarter

    • Timeouts, injuries, reviews


Overtime

  • 3-minute overtime periods

  • Additional OTs until a winner is decided

Free Throws & Bonus

  • 2 free throws after 7 team fouls per half


Timeouts

  • 2 timeouts per half

  • No carryover

Fouls & Discipline

Personal Fouls

  • 6 personal fouls = disqualification from game

Technical Fouls

  • 2 technical fouls (same game) = ejection

  • Each technical foul = $20 tech fee

    • Must be paid before next game

Season Technical Accumulation

  • 5 technical fouls: 2-game suspension

  • 7 technical fouls: Permanent removal (no refund)


Attendance & Forfeits

  • Minimum 5 eligible players required

  • 10-minute grace period

Forfeit Penalties

  • Forfeit due to lack of players:

    • $50 fee paid by GM

    • Must be paid before team resumes play

  • Two consecutive forfeits = team disqualified


Game Conduct

All players, GMs, coaches, and spectators must:

  • Respect referees, players, and staff

  • No fighting, verbal abuse, or intentional harm

  • Violations may lead to suspension or expulsion

Prohibited Items

  • No outside food

  • No alcohol

  • No drugs or illegal substances

Volunteering Requirement:

  • Each player and GM must volunteer at least 3 games per season. SIGN UP 

  • Failure may affect eligibility
  • Volunteer Sign-Up Required

Awards Eligibility

🚨 To qualify for ANY award or payout:
Players must play at least 15 regular-season games
NO EXCEPTIONS

Revenue Pot Transparency

  • Awards are Revenue Pot based

  • Final amounts calculated at season end

  • Live updates available at:

    Bonuses & Awards:

  • MVP: $800 plus MVP belt

  • GM: $500 plus part of the revenue pot  to winning GM

  • Defensive Player of the year: $500

  • Stat Leaders (Points, Rebounds, Assists, Steals, Blocks): $400 + Half of stats

  • Championship Team: Revenue Pot

  • Draft: Held at Crusens on War Drive

  • *************In order to be eligible for any prizes you must participate in at least 15 regular season games*************

Player Trades & Roster Movement

  • Players may only play on one team

  • Unauthorized play results in:

    • 1-game suspension

    • $20 tech fee before return

  • Trade Transactions: Teams are allowed to trade players throughout the season before the trade deadline on February 7, 2027
  • Trade Fee: Each player trade transaction incurs a $20 fee, split equally: $10 paid by the GM and $10 paid by the player being traded.  Fee must be paid before trade goes into effect 
  • Players may sign up to enter the player portal allowing all GM's an opportunity to sign them.

Stats, Media & Website

  • All stats are official

  • Games may be recorded or live-streamed

  • Stat disputes must be submitted within 48 hours

Refund Policy

  • No refunds after:

    • Draft completion

    • Playing in a game

Sponsorship & Branding

  • All sponsors require approval

  • No offensive branding

  • League sponsors take priority


League Authority

  • PBL administration has final authority

  • Rules may be modified for safety or operations

  • Registration = acceptance of all rules
